MMAF Disseminates 0% IJEPA Tariff Facility for Indonesian Tuna and Skipjack Exports
Following up on the signing of Presidential Decree No. 32 of 2026 regarding the protocol to amend the IJEPA framework, which came into effect on August 1, 2026, the Ministry of Marine Affairs and Fisheries (MMAF), through the Directorate General of Marine and Fishery Product Competitiveness (PDSPKP), held a Dissemination on the Utilization of the 0% Preferential Tariff under the IJEPA Framework on July 23, 2026.
“This is excellent news for Indonesian fishery product exporters, particularly for tuna, skipjack, and mackerel tuna commodities, in driving increased export value-add through processed products such as frozen precooked items, packaged goods, and katsuobushi,” stated Mr. Erwin Dwiyana, Acting Director General of PDSPKP.
There are 4 HS codes for fishery products (tuna and skipjack) that receive the 0% preferential tariff facility under the IJEPA framework:
1604.14.010 (Canned tuna products)
1604.14.092 (Canned tuna products)
1604.14.091 (Non-canned processed products, such as dried skipjack/katsuobushi)
1604.14.099 (Non-canned processed products, such as frozen precooked tuna)
For the first two HS codes (010 and 092), there are no specific additional requirements. However, the latter two HS codes (091 and 099) carry technical requirements: the skipjack raw material must have a minimum size of 30 cm and must be accompanied by a Fish Catch Certificate (SHTI) to qualify for the 0% tariff.
Business actors must be registered with the MMAF through document verification and technical inspection to obtain an IJEPA registration number. They are also required to implement Standard Operating Procedures (SOPs) for raw material sorting and traceability to ensure the origin of the materials complies with the facility’s provisions. Once registered, exporters can apply for the issuance of a preferential SHTI via an online system at the relevant fishing ports. The government has streamlined this process by allowing independent online applications to improve transparency and service speed.
Mr. Tedy Harmoko, a representative of PT. Nutrindo Fresfood Internasional and a board member of the Indonesian Pole & Line and Handline Fisheries Association (AP2HI), welcomed the new IJEPA framework.
He noted, “This preferential tariff will enhance the competitiveness of fishery products from Indonesia while ensuring that the sustainability and traceability aspects of our fisheries remain a priority.”
